Tawfiq J. Al-Ghussein (Tu 75–80) has published a book, The Administration of Palestine: Authority Unresolved, through the Britain Palestine Project. The book examines a central paradox: Palestine has been one of the most extensively governed places in the world, yet Palestinians remain among the least self-governing peoples.

Tracing developments from Herbert Samuel’s 1915 memorandum and the Balfour Declaration through the British Mandate, the creation of the Palestine Liberation Organization, the Oslo process, the occupation and the administration of humanitarian relief and reconstruction, the book explores how administration itself has operated as an instrument of political power.

Its central thesis is that the Palestinian predicament arises not simply from an absence of government, but from a surplus of administration exercised from outside. Palestinians have repeatedly been counted, classified, represented, assisted and negotiated over, while being denied the authority to determine their own political future. The book argues that no durable settlement can emerge until legitimate authority rests with the people whose future is at stake.
